So far, item 2 has most of the (limited number) of votes. However, this person makes a great point with this comment: "These objectives are interdependent. We can and must do all of the above. We understand prioritization, but we need a written strategy which incorporates all these tasks. Priorities will emerge from the strategy." So, who's formulating the strategy?
